Madison Belcher, 10, of Grand Rapids sits on a ledge along Ottawa Avenue after getting her face painted Friday at Festival of the Arts, which kicked off at noon with opening ceremonies and a parade from Rosa Parks Circle to the Calder. Belcher came downtown with her family to check out the food booths and planned to get some corn on the cob.
